What is the Grievance Redress Mechanism?

The Kosovo Credit Guarantee Fund (KCGF) has established a Grievance Redress Mechanism (GRM) as part of its commitment to transparency, accountability, and responsible environmental and social management.

The GRM provides an accessible channel for stakeholders, including individuals, communities, project-affected persons, and workers involved in the implementation of supported activities, to submit concerns or complaints related to KCGF’s guarantee operations and potential environmental and social impacts.

The mechanism enables concerns to be reviewed and addressed in a fair, transparent, and timely manner, while supporting KCGF in identifying potential issues and continuously improving its environmental and social management practices.

Who Can Submit a Complaint?

Complaints may be submitted by:

· Individuals or groups who may be affected by activities supported through KCGF’s guarantee operations;

· Communities or other stakeholders with concerns related to potential environmental and social impacts;

· Workers engaged in the implementation of supported projects.

Complaints may be submitted directly by affected parties or through their authorized representatives.

Complaint Review Process

Submitted complaints are reviewed by the Complaint Committee, which consists of:

· Managing Director;

· Senior Legal and Compliance Manager;

· Environmental and Social Management Officer (ESMO).

The Complaint Committee reviews complaints and determines the appropriate response based on established eligibility criteria.

Eligibility Criteria

For a complaint to be considered for review, it must meet the following criteria:

1. The complaint is related to one or more activities supported through KCGF’s guarantee operations; and

2. The complaint provides sufficient information indicating that a harmful action has occurred or may occur, affecting individual or collective well-being or creating potential risks to the environment.

If a complaint does not fully meet the second criterion, the Environmental and Social Management Officer (ESMO) may conduct additional review and information gathering, including contacting the complainant where appropriate. Following the assessment, corrective actions may be identified, and a response will be provided to the complainant.

Where complaints are submitted anonymously, responses will be published through the KCGF website.

Monitoring and Reporting

The Environmental and Social Management Officer regularly reports on received complaints, actions taken, and planned corrective measures to KCGF management, donors, and/or financial partners, ensuring transparency and accountability in the implementation of the GRM.

As part of its commitment to responsible financing, KCGF also requires Registered Financial Institutions (RFIs), through guarantee agreements, to establish and implement their own accessible grievance mechanisms for project-affected persons and workers involved in the implementation of projects financed through guaranteed loans, in accordance with applicable environmental and social standards.
